Components to simplify use of SVG images (resize, fixedcolor, grayscale...).

Two engines to render SVG (GDI+ or Direct2D) and 4 components:

TSVGIconImageCollection, TSVGIconVirtualImageList, TSVGIconImageList and TSVGIconImage (for VCL and FMX).
